ideally we would want to require transformFeedbackPreservesTriangleFanProvokingVertex,
but as there is no fallback path, any amount of provoking vertex support
is still better than none, so tests related to this will continue to fail
for that hardware (intel)

The claim that we require vulkan memory model's MakeAvailable and
MakeVisible semantics for image writes isn't accurate. This would be
required *if* we were already using the Vulkan memory model.
But we're using the GLSL450 memory model in those cases, which has no
such requirements.
This means that any problems on RADV due to the lack of these semantics
are RADV bugs, and should be fixed in RADV instead.

the maximum allowable runtime version of vk can be computed by MIN(instance_version, device_version)
despite this, instances and devices can be created using the maximum version available
for each respective type. the restriction is applied only at the point of
enabling/applying features and extensions, meaning that to correctly handle this,
zink must:
1. create an instance using the maximum allowable version
2. select a physical device using the instance
3. compute MIN(instance_version, device_version)
4. only now begin to enable/use features requiring vk 1.1+

Since some extensions never got their dedicated feature structs, not all
extensions promoted to core Vulkan have the relevant feature bits in
`VkPhysicalDeviceVulkanXYFeatures`. Those extensions are supported by
the device when the device version is high enough.
For those extensions, set the screen flags directly if the device
version is sufficient, otherwise check for the extension as usual.

MoltenVK does not export the vkGetPhysical*2() functionns, even in Vulkan 1.2.154.0 where the instance version moves from 1.0 to 1.1.
If the extension is present and used the KHR versions of the functions can be used.
From the spec the vkGetPhysicalDevice*2() functions should be avaiable from Vk 1.1 loaders and devices. Which implies MoltenVK might be misbehaving.
This change allows the extension to be used, if present, before the Vk 1.1 version check.

This is only required for the DRI-path. For the swrast code-path, we
don't need this.
We also don't need to explicitly test for it in the DRI-path, because we
test for KHR_external_memory_fd, which depends on KHR_external_memory. So
no implementation will expose the former without the latter.

Adds template support to zink_device_info.py for setting up the VkPhysicalDeviceVulkan* version Features and Properties structures.
When the next Vulkan version with newer structure is released a single like should only need to be added.
Note, the 11 structures where not added until Vk 1.2, so that is not a typo.
This code does not stop the use of clonflicting extensions or other VkPhysicalDevice*Features structures with VkPhysicalDeviceVulkan*Features structures when calling vkCreateDevice()

vkGetPhysicalDeviceFeatures2 and vkGetPhysicalDeviceProperties2 are not present on some MoltenVK versions.
VK_KHR_get_physical_device_properties2 exposes the KHR versions of the same functions.
These cannot be used via static linking, so we have to dynamically detect the loader version and then the extension
to work out which pointers to use.

MoltenVK, at least upto 1.2.141, does not render triangle fans. This is reflected in the portability EXTX extension.
This code get the extensions properties and features and then sets the have_triangle_fans.
This extension is not avaiable on all systems, so an amout of the code has to be protected by the define VK_EXTX_PORTABILITY_SUBSET_EXTENSION_NAME.

Extends the flexability of the device info script.
Allows #if defined()/#endif guards around particular data, for platform or version specific structures.
Allows for feature structures to be retreved without having to have a have_ variable as well. Helps if there is more than one feature in the structure.
These changes help towards allowing the use of the portability set extensions.
