Vulkan allows us to, in theory, support ycbcr on single-plane formats if
the client really wants it. Also, these functions should work on a
multi-plane color image as long as the client specifies the right
aspect. This gets rid of our usage of can_ycbcr outside of anv_image.c.

On Gfx12+, flushing tile cache ensures color/depth values are
globally visible, but that's expensive. Most operations only
need values to be GT-visible which can be achieved with depth
or rt flush. Remove a bunch of unnecessary Tile Cache flushes.
Fast clears and slow depth clears still require Tile Cache flush.

We don't need to initialize the BO since blorp updates the clear color
BO content with fast clear value i.e ANV_HZ_FC_VAL for depth surface.
With this approach, we can get rid of possibility of corruption since we
are no longer sharing the same clear BO for depth formats.

Previously, on the platforms which support the indirect clear color
values, we were just setting the clear color address and not enforcing
any clear color values but some of the blorp operations were using the
wrong fast clear value.
With this patch, we make sure to set the correct fast clear color value
during blorp operations.

Future patches for VK_EXT_image_drm_format_modifier will, in some cases,
place the aux surface and fast clear state into a driver-private bo.
This increases the complexity of image memory layout to such a degree
that, to maintain sanity, we must improve how we track the layout.
Define new types:
- anv_image_memory_range
- anv_image_memory_binding
- anv_image_binding
Delete many fields in anv_image (and its children), and replace them
with the new types.
This patch does not change how anv_image tracks (or, rather, does not
track) the memory of gen12 implicit ccs. We should probably do that, but
that's left as a future exercise.

On Gen12+, we can enable additional caches in certain usage situations.
This routes that decision making to a central place in ISL, based on
surface usage flags, and updates both drivers to use it. (i965 doesn't
need to change because it doesn't support Gen12.)
We continue handling the "external" decision via an anv_mocs() wrapper
for now, since we store that flag in anv_bo, which isl doesn't know
about. (We could introduce an ISL_SURF_USAGE_EXTERNAL, but I'm not
actually sure that would be cleaner.)
This patch should not have any functional nor performance effects, as
we continue selecting the exact same MOCS values for now.

Starting with Gen12, we can fast-clear a lot more surface formats and we
are suddenly in the position of having to fast-clear surfaces with
formats with an implicit swizzle such as VK_FORMAT_R4G4B4A4_UNORM_PACK16
which is represented as ISL_FORMAT_A4B4G4R4 with a BGRA swizzle. In
order for blorp to do the fast-clear color conversion for us, it needs
a properly swizzled color.
This fixes the following Vulkan CTS groups on TGL:
- dEQP-VK.pipeline.blend.format.b4g4r4a4_unorm_pack16.*

two exceptions to this:
1. We pass 0 into get_blorp_surf_for_anv_image when we use

2. We pass 0 into anv_layout_to_aux_usage in transition_color_buffer.

On Unigine Heaven, this makes one stencil clear go from non-trivial to
unnoticeable when looking at per-draw timings.
In order for this change to work properly, ANV needs to do a bit more
