anv: Return correct result in EnumeratePhysicalDevices
If pPhysicalDevices is too small for all physical devices, the driver must return VK_INCOMPLETE. Since only a single physical device is supported, this is only the case when pPhysicalDeviceCount == 0 && pPhysicalDevices != NULL.
