ir3: Fix some Wsign-compare when compiling a generate-rd.cc
Fix a bunch of `warning: comparison of integer expressions of different signedness: 'int' and 'long unsigned int' [-Wsign-compare]` which appeared when compiling a rddecompiled generate-rd.cc .
