nir: add load_frag_coord system value intrinsic
Some drivers prefer to treat gl_FragCoord as a system value rather than a fragment shader input, see Const.GLSLFragCoordIsSysVal. Reviewed-by: Jason Ekstrand <jason@jlekstrand.net>
