egl/dri2: add support for EGL_EXT_surface_compression

Use the new DRI interface hooks to implement
eglQuerySupportedCompressionRatesEXT and the new
EGL_SURFACE_COMPRESSION_EXT attribute when creating a window
surface.

Only wayland support for now.
