radv: advertise VK_KHR_maintenance8

There is nothing to do for
VK_PIPELINE_CACHE_CREATE_INTERNALLY_SYNCHRONIZED_MERGE_BIT_KHR because
the vulkan/runtime code already locks the dstCache unconditionally.
