configure: Require libdrm >= 2.4.75

Required to implement EGL_ANDROID_native_fence_sync on i965.
Specifically, i965 needs drm_intel_gem_bo_exec_fence(),
I915_PARAM_HAS_EXEC_FENCE, and libsync.h.
