iris: Drop 'isl_' prefix from 'formats_are_fast_clear_compatible'
Every time I see this function I think it's part of isl. But it's not, it's just a static function in an iris file. The point of the name was that the function checks two isl_format enums...but the prefix is just confusing. Just drop the prefix as it's a static function.
