nir/spirv: Bring back the spirv2nir helper binary
This was something that I wrote in the early days of the spirv_to_nir code but deleted once we had a real driver. However, in the absence of a shader_runner equivalent, it's extremely useful for debugging the spirv_to_nir code so let's bring it back.
