ci/lava: implement the priority

Before: kernelci 38; Mesa3D 75

Priority now:
 - 38 ‒ kernelci
 - 40 ‒ after merge and performance
 - 50 ‒ user runs
 - 75 ‒ marge-bot (MUST be prioritized)
