glapi: add glBlendBarrier(), glPrimitiveBoundingBox() prototypes
in glapi_dispatch.c, as we have for many other GLES functions. Fixes a cross-compile issue (missing prototype) when GLES support is disabled. Reviewed-by: Sinclair Yeh <syeh@vmware.com>
