meson: bump minimum required version to meson 0.59

This gives us some utility methods for feature options, allowing even
simpler code. We can replace something like:
```meson
_opt = get_option('opt')
if _opt.auto()
  opt = host_machine.system() != 'windows'
else
  opt = opt.enabled()
endif
```
with
```meson
opt = get_option('opt') \
    .disable_auto_if(host_machine.system() != 'windows') \
    .allowed()
```
